Haverhill has had no railway since 1967. It is getting the houses anyway.
A hundred and fifty houses on the edge of a village generates a hundred and fifty households' worth of car journeys and no viable bus route. That is not a failure of ambition — it is arithmetic. Bus services need density and a route worth running. Village estates deliver neither, so every one of them is car dependency designed in at the planning stage and permanent thereafter.
Those car journeys land on the same local A-roads that already lose tens of seconds per mile against free flow. DfT's congestion statistics measure that delay for each highway authority — the county, where two-tier government still exists. The houses keep arriving; the dualled bypass does not.
Why the road never gets widened and the line never reopens
Transport is the lumpiest infrastructure of all. A railway station, a bypass, a dualling scheme — these are decade-long capital programmes with business cases assessed nationally. The contribution extracted from a village estate buys a bus shelter, a stretch of footway, maybe a junction improvement. It cannot buy a station, and nobody pretends otherwise.
So the pattern repeats: the houses arrive, the traffic arrives, the road stays the width it was, and the next application is assessed against a baseline that now includes the last one.
The turn
Railways get built for places, not for estates. A settlement large enough to justify a station gets a station; that is how every commuter town in the East of England came to have one. The current approach adds the population of a large town, spread thinly enough that it will never justify anything at all.

Questions
- Isn't rural car dependency just a fact of life?
- It is a fact of design. Where growth is concentrated, public transport becomes viable and gets built. Where it is scattered, it never can. We are choosing the second one by default, four hundred times over.
- Couldn't developers fund the road improvements?
- For local junctions, sometimes. For strategic capacity, no — the obligation has to be directly related to the development, and a bypass serving a whole district cannot be attached to one estate.
- Would a new settlement really get a railway?
- It is the only category of development that ever has. Whether any particular proposal delivers one depends on the proposal — but a village extension has a guaranteed answer, and the answer is no.
- So you're just NIMBYs.
- We are arguing for homes in places that can support a bus and justify a station. That is more transport infrastructure, not less.
- Where would you put them instead?
- Somewhere dense enough that a bus is viable and a station can enter the conversation — not four hundred estates that permanently cannot support either.
