How sprawl adds to this
Demand-led infrastructure is sprawl by design. The estate occupies. The road is promised at a later house number. If the later phase slips, the traffic stays. The next application starts the same clock again.
What a larger settlement can do
Concentration can invert the order: rail, water and power planned first, with occupations tied to the kit opening. That is the opposite of building to the 500th home and hoping the relief road follows.
The pattern is fewer, larger places with infrastructure first, not another estate on the edge of every village.
