How sprawl adds to this
Dispersal is how a residual risk becomes twenty residual risks. Each village-edge site is too small to fund a works upgrade, so the appraisal notes the gap and the estates go ahead anyway.
What a larger settlement can do
Building treatment with the homes is only affordable at scale, instead of hoping old works cope. The discharge still needs a receiving water, and that has to be assessed in combination. What concentration stops is another round of permissions that leave the pipes as a footnote.
The pattern is fewer, larger places with infrastructure first, not another estate on the edge of every village.
