How sprawl adds to this
Housing, solar, batteries and lines are consented one project at a time. Without a map, each one looks like the only change. The parish is left to add them up by eye.
What a larger settlement can do
One strategic decision comes with one strategic assessment: a single map of what is being taken, published with its sources and open to correction. That is the document the parish asked for and did not get. Twenty separate consents will never produce it.
The pattern is fewer, larger places with infrastructure first, not another estate on the edge of every village.
