A larger planned settlement can bring forward a reservoir that has been scoped for decades. It is still unlikely to be operating much before the mid-2030s. Until it is, concentration at least stops more homes being bolted on with no supply of their own.
The pattern is fewer, larger places with infrastructure first, not another estate on the edge of every village.
