How sprawl adds to this
When the concentrated option is dropped, the homes do not vanish. They are redistributed to village edges. That is how 'no new town' becomes 'every village a little bit bigger'.
What a larger settlement can do
A larger planned settlement is the option councils have already appraised and then set aside. Putting it back on the map is how we stop the next cycle of dispersal. Leaving it off the map is how the villages take the number anyway.
The pattern is fewer, larger places with infrastructure first, not another estate on the edge of every village.
